Why’d You Stop Me? 501(c)3 Founder and Long Beach Police Sergeant (ret) Jason Lehman will offer ideas on how to positively impact people while improving the future of policing. Maintaining a position of wellness and safety during engagement with difficult people, both on the streets, and inside of our own agencies is critical when engaging, but the process of restoring trust is something our profession has not yet fully mastered. Jason will discuss the importance empathy plays not only on police and community interactions today, but also on hiring, recruitment, and retention. As a current subject matter expert on strategic communication and de-escalation, Jason will offer leaders in attendance a proven self-check system for “fairness” and highlight communication strategies for use before, during, and after critical interactions with difficult people to ensure the ability to maintain the following stance: “I am part of the solution!”

Law enforcement officers experience constant exposure to incidents that can result in acute and cumulative trauma. Studies show that providing forward treatment options techniques to law enforcement officers allows individuals to properly process and store the day-to-day experiences. While many wellness programs revolve around cursory preventative care or recognizing symptom presentation of trauma, this process provides officers tools to immediately take steps to keep experiences from negatively defining their futures.

Street Racing and Side Shows

Presenter: Jose Alatorre, Sergeant, California Highway Patrol

Street Racing and Sideshows have become an epidemic in California.  Illegal sideshows devastate families, claim innocent lives in our communities, and create serious risks for our youth.  Sideshows are coordinated takeovers of intersections and occasionally freeways that draw large crowds of pedestrians in lanes of traffic.  This not only causes a nuisance for nearby residents but also pulls police department resources away from other community needs and endangers participants and spectators.  The California Highway Patrol instructs an 8-hour POST-certified course that is designed to provide law enforcement personnel with an intermediate understanding of intelligence and enforcement of street racing-related activities.

Response to the Non-Criminal Barricade: Disengagement & Special Relationships

A suicidal man is armed and barricaded in his home refusing to surrender. If the police disengage and the man ends up harming a third party, will the officers be liable? What are the specific laws that govern duty and why are so many cops still confused about the issue? In this presentation, you’ll learn the modern tactics that police agencies are using in non-criminal barricade incidents and how the “public duty doctrine” and “special relationships” laws really work. We’ll use body worn camera footage and incident debriefs to show how some officers are creating liability for themselves and their agencies and what you can do about it.

Ethical behavior and decision-making are vital to Officer Wellness!  This program, created by world-renowned ethicist Michael Josephson and former Detective Captain James Dugan, is both eye opening and thought provoking. Jim, whose highly decorated NJ police career was derailed by ethical compromise, provides a unique, sobering, and inspiring perspective on officer wellness as it relates to ethical decision making. Maximizing your Real Time Crime Center Investment

 Attendees will learn about the various ways to maximize efficiency, use, regional importance and creative budget of investing into Real-Time Center philosophies. Case studies from the Elg Grove Police Department’s Real-Time Information Center experience over the past 3 1/2 years will highlight the wins and lessons learned in this emerging law enforcement space.

Ali Jahed is an Electric Vehicle Consultant Manager with General Motors.  He has 20 years of experience in the automotive industry and is a subject matter expert in Electric Vehicles   In his role at GM, Ali assists in leading EV initiatives for the GM Fleet Sales and Marketing departments.  Prior to joining GM, Ali worked for Mazda, where he was responsible for the preparation and overall readiness of Mazda’s U.S. operations for selling and servicing the brands first Electric Vehicle.  He’s a graduate of California State University, Fullerton, with a degree in Business Administration. 

Kelly Palmer is the General Motors Emergency Vehicle Specialist for the Western United States. He is the primary point of contact for all State and Municipal Law Enforcement and Fire agencies between the western 13 states. Kelly has held positions with The Walt Disney Company, Nissan North America, American Honda, and has over 10 years of law enforcement experience before being retired from a career-ending, on-duty injury with the City of Monterey Park Police Department.

Make no mistake about it, law enforcement does good work and makes a positive difference. Sometimes that good work leads to moments of unimaginably great work. Those are the moments celebrated during CPOA’s COPSWEST Conference.

Especially now, give your exemplary colleagues the recognition they deserve. Honor them for representing the best of law enforcement. Award recipients are honored by hundreds of their colleagues at COPSWEST, October 2, 2023, in Ontario, CA.

Nominate a deserving individual for acts of courage, honor, and dedication.

The following is a list of award categories from which to choose to nominate.

THE SHERMAN BLOCK MEMORIAL LAW ENFORCEMENT PROFESSIONAL OF THE YEAR AWARD

This award recognizes California law enforcement leaders who, like Sheriff Block, have distinguished themselves through a lifetime of dedicated service to their departments, their community, and to the law enforcement profession. With this award, CPOA selects to recognize a leader who exemplifies the Association’s values and mission.

This individual is selected by the CPOA Board of Directors and is a featured presentation during the program.

12 UNDER 12

Purpose: This newer award category is designed to recognize 12 individuals (one from each of CPOA’s 12 regions) with 12 or less years of service that exemplify the future of the law enforcement profession.

Eligibility:

1. Nominee may be sworn or civilian and must be currently
employed by a federal, state, local, or tribal law enforcement agency.
2. Self-nominations are not permitted

Criteria for consideration:

1. Demonstration of values and commitment to law enforcement
2. Capacity for leadership
3. Nomination should include responses to the following questions:

– Why are you nominating this person for this award?
– Explain specific instances or examples (relevant accomplishments) that highlight your reason for nominating this person.
– Attach Nominee’s resume or CV

AWARD OF VALOR

Purpose: Recognition for extraordinary valor above and beyond the call of duty. Public safety officers must have exhibited extraordinary courage, decisiveness and presence of mind, and unusual swiftness of action, regardless of personal safety, to save or protect human life.  This award recognizes acts that demonstrate the nobility of the policing profession.

Eligibility:

1. Nominee may be sworn or civilian and must be currently employed by a federal, state, local, or tribal law enforcement agency.
2. Nominations may be made by anyone, but must be approved by the nominee’s agency head.
3. Where the objective is of sufficient importance to justify risk.
– Award is for a single act in the preceding calendar year (2022)
4. Recognition for extraordinary acts of valor above and beyond the call of duty.

• Extraordinary is defined as going “beyond what is ordinary or usual; highly exceptional, remarkable.”
• Valor is defined as “courage and boldness, as in battle; bravery.”
• Where risk of life existed, and nominee had sufficient time to evaluate it or where a reasonable person would assume their life was in great danger.

Criteria for consideration:

1. Demonstration of extraordinary professionalism as appropriate to his/her specialty through tactics, marksmanship, or leadership; rescue skills; and/or medical knowledge or skill.
2. Demonstration of extraordinary character through courage, endurance or calm in the face of danger.
3. Nominee accomplished assigned mission:
• suspect apprehended or killed
• person rescued
• life saved

* When considering the nomination of a team (defined as two or more public safety officers responding to a single incident), there is no guarantee that all members will receive recognition. The actions of each team member nominated should be individually described, even though submitted as one nomination.

AWARD OF DISTINCTION

Purpose: To recognize exceptional performance by an individual or departmental unit that goes beyond normal call of duty to enhance efficiency, public image, and provides a great service to the community. CPOA recognizes acts that serve as a model to its mission of Building Future Law Enforcement Leaders.

Eligibility:

1. Nominee may be sworn or civilian and must be currently employed by a federal, state, local, or tribal law enforcement agency
2. Nominations may be made by anyone, but must be approved for submittal by the nominee’s agency head.

Criteria for consideration:

1. There is no time limit on the service, but the program should be unique, trend setting, and innovative. Ongoing program nominations should convey a significant revision to current program to the benefit of public safety.
2. Nomination should articulate results.

*When considering the nomination of a team (defined as two or more individuals), there is no guarantee that all members will receive recognition. The actions of each team member nominated should be individually described, even though submitted as one nomination.

CERTIFICATE OF APPRECIATION

Purpose: To recognize an act, or acts, performed by a civilian (non law enforcement), business, or organization that supports, enhances, or assists the law enforcement profession.

Eligibility: Any individual, business, or organization that meets the above description.

Acts/service can be in areas of:

• Promoting through information and/or education channels the safety messages and goals of the Department.

    COPSWEST Charity BBQ Cook-Off – Tuesday, October 3 at 6pm
    Ontario Convention Center

    The COPSWEST Charity BBQ Cook-off has become a signature event of the COPSWEST Training & Expo. Teams will showcase their grilling skills for judges and hungry COPSWEST community members and guests in front of the Ontario Convention Center. Each team designates a charity important to law enforcement on a local level.

    BBQ Tickets are $25.00* per individual ticket.

    *You’ll notice a fee for the BBQ as each competing agency is responsible for purchasing their own meat and various preparation products, and that the winner donates all entry fees to the charity of choice. So your money is going to produce good food for a great cause!
