Joe Bader has been working in the emergency warning industry for 33 years and is currently the Vice President – General Manager of the Public Safety Systems Division of Federal Signal Corporation.
Joe holds seven U.S. and international patents, has three patents pending and was the Chairman of the Emergency Warning Lights and Devices Committee for the Society of Automotive Engineers where he chaired the re-write of the SAEJ1849, Emergency Vehicle Sirens standard. He was also a member of the SAE Non-Blinding Emergency Vehicle Lighting Committee and has participated in several industry studies involving human factors in regard to response and emergency signals.
Joe is currently a member of the Society of Automotive Engineers, the Acoustical Society of America and the Audio Engineering Society. He also tours internationally presenting Emergency Warning Risk Reduction training to first responders and is an expert witness in legal cases involving emergency signals.
Joe has a Bachelor of Science degree in Electrical Engineering Technology (specializing in the area of acoustics and speaker design) and a master’s degree in business administration, both from Purdue University.
Mr. Saltzgiver is a Director of Business Development with Mercury Associates, Inc. Over his extensive career, he has a rather unique perspective having served at virtually every organizational level holding various roles ranging from technician to vice president in public, private and non-profit establishments while leading diverse fleets of over 50,000 assets, with annual operating budgets exceeding $1B dollars; leading process improvement teams and cost reduction initiatives; optimizing complex maintenance operations, and executing comprehensive talent management programs.
Mr. Saltzgiver has served as a public safety officer, firefighter and emergency medical technician for West Jordan and South Jordan, Utah and was inducted into the Government Fleet Hall of Fame by his peers in the fleet industry and received the Legendary Lifetime Achievement Award for his career in fleet management.
Paul Lauria is the President of Gaithersburg, MD-based Mercury Associates, Inc., the largest dedicated fleet management consulting firm in North America. During his 29-year consulting career, Paul has worked extensively with government jurisdictions, including more than half the states, the ten largest cities in the US, and numerous law enforcement agencies, to help them improve their fleet management practices, including those associated with vehicle allocation and utilization. He holds a master’s degree in Transportation Planning from the University of North Carolina at Chapel Hill.
