This course satisfies the POST “Perishable Skills” training requirement for Strategic Communication & 8 Hours of CPT credit.
An engaging course providing officers with effective, real-life tools and strategic communication techniques to enhance officer safety and improve interactions between the police and the public. Officers will learn how to respond safely and effectively to community needs through the implementation of procedural justice and de-escalation strategies for use before, during and after interactions with community members.
Created by Long Beach Police Department Sergeant Jason Lehman and facilitated by a team of law enforcement and community leaders, this course incorporates thought-stimulating discussions, personal perspectives and scenario-based exercises that challenge the status quo and engages participants for effective learning and leadership development.

Zeena is a substance abuse counselor and advocate for victims of domestic violence and sexual assault. Zeena uses her story of triumph and overcoming adversity to save lives. Zeena’s story helps officers to see even more of the importance in the fact that words and moments matter when serving our community. Since 2014, Zeena has worked as a Community Champion and Master Trainer with the Why’d You Stop Me? organization. She is personally responsible for training more than 40,000 and teaching both peace officers and community members the shared message that we must always seek to better understand those we serve.
Armando is a retired Long Beach Detective, and he took on this law enforcement career after spending 21 years serving as a United States Marine. Armando retired from the Marine Corps. as a Gunnery Sergeant. Armando spent 10 plus years as a Detective on the LBPD’s Gang Enforcement Field Team, where he and his team were responsible for impacting crime in many of the most violent neighborhoods in the City of Long Beach. Armando Yearwood is an expert on cultural competency, resiliency, and post-traumatic stress recovery.
Jason is the founder of the educational nonprofit organization “Why’d You Stop Me? (WYSM).” He is responsible for creating program content while also leading a group of law enforcement trainers and community champions who partner to deliver the program’s message to both peace officers and community members alike. Jason has made it his life mission to fight for equity in our communities while empowering great leaders to become even better by improving safety during police/public contacts.
Jason attended the University of South Florida on a football scholarship where he earned bachelor’s degrees in both Interpersonal Communication and Criminology. In 2006, he joined the Long Beach Police Department (LBPD) and promoted to Sergeant in 2019. Sergeant Lehman has worked in a number of roles within the LBPD as a patrol officer and as a member of the West Division’s “Directed Enforcement Team,” (which is a team that specializes in gang and violent crime suppression in high-crime areas in Long Beach). From 2016-2018, Sergeant Lehman was the LBPD’s Community Engagement Officer where he built and improved upon foundational systems of both teaching and learning implicit bias and procedural justice-based concepts in order to improve police and public relations. Jason is currently a Police Sergeant where he now supervises a team of motivated police officers who work within the South Division of Long Beach.
