Course Description
The purpose of the this 40 hour training course is to provide public safety personnel with the knowledge and skill to identify signs and symptoms of mental illness, skills to assess and manage an individual’s risk for suicide, effective communication strategies, identify and apply key components of the 5150 process as well as relevant case law to write a police report, develop a better understanding of the officer’s role, examine officer safety and tactical considerations to improve the effectiveness of field contacts with mentally ill persons, to understand the importance of self-care and identifying signs and symptoms of Post-Traumatic Stress Disorder (PTSD).

Cancellation Policy:
Effective 8/1/18
All cancellations and substitutions MUST be in writing and directed to CPOA @ cpoa@cpoa.org. All refunds will be processed within 30 days from the written date of the cancellation request.
Cancellations made 30 calendar days or more from the first day of your registered course will be refunded minus a $30 cancellation fee.
Cancellations made 29 calendar days to 10 calendar days from the first day of your registered course will receive a 50% refund.
Cancellations made 9 calendar days or less from the first day of your registered course are NOT eligible to receive a refund.
*Registrants who cannot attend a course are strongly encouraged to find a substitution.
Substitution Policy:
CPOA encourages you to make a substitution if a student cannot attend the course; substitutions will be accepted prior to the course in writing and on-site.
Who Should Attend:
Anyone in law enforcement.
Chief Neil Gallucci retired from Carlsbad Police Department after stellar law enforcement career with 33 years of experience. He began his career in law enforcement with the City of Long Beach in 1987. He joined the City of Carlsbad in 1990 as a police officer and worked his way through the ranks, serving as a police captain for six years before being named interim police chief in August 2015 and appointed to police chief in March of 2016. He has hands on experience in all law enforcement disciplines.
Neil has a Bachelor of Arts degree in Criminal Justice Management and a Certificate in Law Enforcement Command from the University of San Diego. He is a graduate of the FBI National Academy, the Sherman Block Leadership Institute and the Law Enforcement Command College and holds an Executive Certificate from the Commission of Police Officer Standards and Training.
