Registration Fee: $250.00
The easiest way to register a group of individuals is using our online system. To choose group registration, click the registration link at the top of this page. Login to our system or create an account. Then, on the registration page, click the second blue button indicating group registration for your agency. On the following screen, click the green button that says “Register an Attendee” and search for attendees you wish to register. Follow the prompts to complete the registration process.
All cancellations and substitutions MUST be in writing and directed to the CPOA Training Coordinator @ email@example.com. All refunds will be processed within 30 days from the written date of the cancellation request.
Cancellations made 30 calendar days or more from the first day of your registered course will be refunded minus a $30 cancellation fee.
Cancellations made 29 calendar days to 10 calendar days from the first day of your registered course will receive a 50% refund.
Cancellations made 9 calendar days or less from the first day of your registered course are NOT eligible to receive a refund.
*Registrants who cannot attend a course are strongly encouraged to find a substitution.
CPOA encourages you to make a substitution if a student cannot attend the course; substitutions will be accepted prior to the course in writing and on-site.

This class is open to all sworn, non-sworn and legal professionals in law enforcement. This class is required for the POST Record Supervisor Certificate.
David Mastagni – Mastagni Holstedt, APC
David E. Mastagni is a partner with the law firm of Mastagni Holstedt, APC, who specializes in labor and employment law representation of public safety employees, including trial and appellate litigation in California and federal courts. In particular, he handles complex civil, class action and collective action litigation, claims arising out of the Fair Labor Standards Act, the U.S. and California Constitutions, the California Public Records Act, the Public Safety Officers Procedural Bill of Rights, the California Labor Code, the Myers-Milias-Brown Act, and other statutes protecting the rights of employees.
David is an experienced panel attorney for the Peace Officers’ Research Association of California (PORAC) Legal Defense Fund. He frequently gives lectures on the POBR, critical incident investigations, labor relations issues, the FLSA and other employment related issues. Recently, David filed a Supreme Court amicus brief on behalf of several peace officer unions in San Jose v. Superior Court, supporting the disclosure of public records maintained by public officials on personal devices. David has attained the highest Peer Review Rating of AV Preeminent by Martindale-Hubbell and was named to Super Lawyers Northern California Rising Stars from 2011-2014 and to Super Lawyers Northern California from 2015-2018. He was named to the Best of Bar from 2013-2016 by the Sacramento Business Journal. In 2015 and 2016 he was named Top Attorneys in Sacramento by Sacramento Magazine.
Dustin Ingraham – Mastagni Holstedt, APC
Dustin C. Ingraham is an associate attorney in the Labor Department. His practice focuses on Public Safety Officers Procedural Bill of Rights Act, Fire Fighters Bill of Rights Act, and California’s collective bargaining statutes, including the Meyers-Milias-Brown Act, Dills Act, Higher Education Employer-Employee Relations Act, Educational Employment Relations Act, and Excluded Employees Bill of Rights Act. He represents clients in disciplinary matters, grievances, and critical incidents. Dustin also advises both public and private sector employees on a variety of employment-related matters.
Dustin attended the University of California, Hastings College of the Law in San Francisco, California. In law school, he worked as a California State Bar Certified Law Student in both the Sacramento County Office of the Public Defender and, later, in the Alameda County District Attorney’s Office. Dustin served as Editor-in-Chief of the Hastings Constitutional Law Quarterly.
Dustin is a northern California native, attended Folsom High School and the University of California, at Davis, where he earned high honors and graduated with a Bachelor of Science degree in Biochemistry and Molecular Biology.
