Course Description

Join us for a dynamic one-day Wellness Symposium dedicated to advancing the physical, emotional, and psychological well-being of California’s peace officers. This essential gathering will bring together law enforcement professionals, wellness experts, and mental health clinicians for a day of transformative dialogue, practical tools, and shared experience. Whether you’re an officer, supervisor, command staff member, or clinician working with law enforcement, this symposium will provide valuable insights and tools to strengthen the fabric of wellness within your agency.

Topics include:

– 4th Watch description:  This course is designed specifically for public safety professionals who aim to enhance their leadership effectiveness by focusing on organizational wellness. With policing facing increasing operational stress, public scrutiny, and internal challenges, this course emphasizes the critical role leaders play in promoting organizational well-being, building resilient teams, and fostering a healthy agency culture. Participants will explore evidence-based strategies that support mental health, peer support, ethical leadership, and psychological safety in high-stakes environments. Topics include trauma-informed leadership, strategies for addressing sleep deprivation, enhancing communication across ranks, implementing a self-care plan, and integrating wellness into daily operations and decision-making.

o Organizational Culture & Wellness: Explore how leadership, trust, and agency values directly impact officer morale, retention, and holistic wellness. This session will also address how organizational culture shapes the response to critical incidents—such as officer-involved shootings and mass casualty events—and how leaders can foster a safe environment by embracing transparency, supporting personnel through trauma, and implementing structured debriefing and reintegration protocols.

o Understanding and Preventing Police Suicide: A candid and evidence-based discussion on suicide risk factors, early warning signs, and intervention strategies tailored to law enforcement. This session will also provide critical guidance for police leaders on how to respond in the aftermath of a suicide within their agency, including communication strategies, supporting impacted personnel, minimizing stigma, and fostering a culture that promotes early intervention and long-term healing.

– Clinicians & EMDR in Law Enforcement Support: Learn how trauma-informed therapy, especially Eye Movement Desensitization and Reprocessing (EMDR), helps officers process critical incidents and cumulative stress.

– Critical Incident Debrief and the Aftermath: a powerful first-hand account from a law enforcement professional who survived a critical incident and will share their personal journey through trauma, recovery, and resilience—offering insight into the importance of agency support and meaningful post-incident steps.

Retired Chief, Neil Gang

Chief Neil H. Gang (Ret.) is a nationally recognized law enforcement leader with over 36 years of service, most recently as Chief of Police for the Pinole Police Department in California. Known for his innovative and wellness-focused leadership, Chief Gang pioneered the nation’s first Video Reporting Program and developed the ASHER Model—an influential framework promoting a culture of wellness in policing. His career began in West Windsor, New Jersey, and included leadership roles in Florida and Arizona before joining Pinole PD in 2013, where he also served as Fire Chief and Interim City Manager. Following his retirement, Chief Gang founded The 4th Watch Consulting, where he continues to champion officer wellness, leadership development, and emotional intelligence in public safety agencies nationwide. He holds a master’s degree in Law Enforcement and Public Safety Leadership from the University of San Diego and is a graduate of the Northwestern School of Police Staff Command, where he was elected class president and received the Franklin H. Kreml Leadership Award.

Jade DeFrates, LCSW

Jade DeFrates, LCSW, is a licensed clinical social worker, EMDR-certified therapist, and Neurofeedback practitioner with over 18 years of experience specializing in trauma treatment for first responders. Based in Brentwood, California, she provides advanced care for police, fire, and EMS personnel, combining neuroscience-backed modalities like EMDR and Neurofeedback to address complex trauma, critical incidents, and performance optimization. Jade is a featured speaker for law enforcement organizations, a trainer for fellow clinicians, and a subject matter expert in group EMDR. She also serves on the Board of Trustees for the First Responder Support Network, contributing to the nationally recognized West Coast Post-Trauma Retreat (WCPR). Her work is widely respected for its effectiveness and compassion, and she continues to set a high standard for trauma-informed care in the public safety community.

Officer, Ann Marie Carizales

Officer Ann M. Carrizales is a retired law enforcement professional and U.S. Marine Corps veteran with over 21 years of combined military and civilian police experience. She made history as the first woman to represent the Marine Corps in amateur boxing, later becoming the U.S. Women’s National Champion and earning international recognition. Her law enforcement career includes service with the Stafford and Meadows Place Police Departments in Texas, where she worked in undercover gang investigations, crisis negotiation, and field training. In 2013, she survived being shot in the face and chest during a traffic stop and continued to pursue the suspects, earning national acclaim and multiple honors including the Congressional Badge of Bravery and the IAWP Medal of Valor. Today, she travels nationally and internationally sharing her powerful story of survival and resilience through her presentation series, The Fight After the Fight, inspiring officers to embrace a “never quit” mindset and prioritize emotional wellness.

Cancellation Policy
Effective 8/1/18

All cancellations and substitutions MUST be in writing and directed to the CPOA Training Coordinator cpoa@cpoa.org. All refunds will be processed within 30 days from the written date of the cancellation request.

Cancellations made 30 calendar days or more from the first day of your registered course will be refunded minus a $30 cancellation fee.

Cancellations made 29 calendar days to 10 calendar days from the first day of your registered course will receive a 50% refund.

Cancellations made 9 calendar days or less from the first day of your registered course are NOT eligible to receive a refund.

*Registrants who cannot attend a course are strongly encouraged to find a substitution.



Substitution Policy

CPOA encourages you to make a substitution if a student cannot attend the course; substitutions will be accepted prior to the course in writing and on-site.

CPOA will not register anyone for a class unless payment has been received in full. If you are not able to provide payment with registration you may provide a credit card to hold the seat. However, all students must be paid in full 10 days prior to the class. If payment is not received and a card has been given to hold the seat, it will be charged.
