Course Description

This course covers Legal Aspects and Investigation of an Officer Involved Shooting.  Discuss public perceptions, criminal/administration investigations, case law, and risk management issues.  Learn all aspects of a use of force investigation to include controversial issues such as whether or not to allow the involved officer(s) to view video, and voluntary vs. compelled statements. This course also includes brief discussions on media coverage and the psychological affects of an OIS.

Cancellation Policy:

All cancellations and substitutions MUST be in writing and directed to the CPOA at cpoa@cpoa.org

All refunds will be processed within 30 days from the written date of the cancellation request.

Cancellations made 30 calendar days or more from the first day of your registered course will be refunded minus a $30 cancellation fee.

Cancellations made 29 calendar days to 10 calendar days from the first day of your registered course will receive a 50% refund.

Cancellations made 9 calendar days or less from the first day of your registered course are NOT eligible to receive a refund.

*Registrants who cannot attend a course are strongly encouraged to find a substitution.

Substitution Policy:

CPOA encourages you to make a substitution if a student cannot attend the course; substitutions will be accepted prior to the course in writing and on-site.

*Registration Policy:

CPOA will not register anyone for a class unless payment has been received in full. If you are not able to provide payment with registration you may provide a credit card to hold the seat. However, all students must be paid in full 10 days prior to the class. If payment is not received and a card has been given to hold the seat, it will be charged.

John H. Bakhit is now partner with Atinkson, Andelson, Loya, Ruud & Romo Law Firm.

John specializes in labor and employment law representation and handles complex claims arising out of the Public Safety Officers Procedural Bill of Rights Act, the Firefighters Procedural Bill of Rights Act, the California Labor Code, the Meyers-Milias-Brown Act, the Higher Education Employer-Employee Relations Act, and other statutes protecting the rights of employees. John also regularly negotiates complex employment contracts with City, County, and State Agencies. John has been representing Public Safety members for over a decade and has extensive experience representing them in high profile Officer Involved Shootings, critical incidents, criminal investigations, and disciplinary investigations. He frequently instructs courses on Officer Involved Shootings (“OIS”) Investigations, Critical Incident Investigations, the Public Safety Officers Procedural Bill of Rights, the Firefighters Procedural Bill of Rights, labor relations issues, and other employment related issues.

Prior to becoming an attorney, John was a police officer with the Oakland Police Department, working in Patrol and the Crime Prevention Unit. While assigned to the Crime Prevention Unit, he regularly wrote and served search warrants, worked undercover, and testified as an expert witness in court. John also completed an internship with the Santa Clara County District Attorney’s Office, where he was assigned to the Gang Unit.
